I think this trick is not for the international community only but russians themselves to increase their support of the war and encourage them to be even angrier towards Ukrainians and more motivated to kill. Agree with you as for condolences to the families (by the way, the music group they went to listen to then is a big putin's supporter, so I can assume that those people, their fans, were putin's supporters as well), but as we see, the international community sends condolences to "russia" and "russians" in general (which makes the country itself look less terroristic), not to "families."
